Father Saturnino Urios University, a lay-empowered, Filipino, Catholic, Diocesan, Educational Institution, envisions a community of men and women committed to pursue the work of Christ for the wholeness of society.



FSUU commits itself to:

1. Provide balanced program of spiritual formation, educational development, research undertakings, and community involvement for all;

2. Form self-determined Filipinos who uphold the integrity of creation, are crusaders of truth and justice, proud of their identity and heritage and in a dialogue with different cultures;

3. Empower all as catalysts for social transformation and development.



As an academic institution of higher learning, Fr. Saturnino Urios University espouses dynamism within the changing local and global environment.  It is therefore tasked to view these changing environment in the social institutions and experiences for relevance of existence as a Filipino, Catholic, Diocesan educational institution as it continues to learn from the past.  And as Fr. Saturnino Urios University entered into the new millennium and its centennial existence, the school committed itself to introspection and reflection in the light of its vision-mission, in its contribution to the development of the communities it is serving, and the analysis of forces for change in the greater environment.  This is done in order for Fr. Saturnino Urios University to remain relevant in the region’s social, political, economic, cultural, and spiritual context in the years of the new millennium.  The introspection-reflection helped define the strategic direction and the renewed identity and recommitment that Fr. Saturnino Urios University is taking for the future through its re-crafted Vision, Mission and Goals.


This Vision, Mission and Goals are products of a multi-sectoral effort from all levels of the Urios community incorporating inputs from the communities outside of Fr. Saturnino Urios University.  These Vision and Mission statements define who we are and what our directions shall be in the years to come.


Fr. Saturnino Urios University, a lay-empowered, Filipino, Catholic, diocesan, educational institution, envisions a community of men and women committed to pursue the work of Christ for the wholeness of society.


 Vatican II defines the laity as all those who have been baptized in Christ and form part of the Church, the new people of God.  By such incorporation into Christ and into his Church, the lay people share in the priestly, prophetic, and kingly mission of Christ.  


Lay empowerment or people empowerment as contained in the Second Plenary Council of the Philippines is based on the belief that persons are the active and responsible subjects of social life.  As such, no social transformation is genuine and lasting where people themselves do not participate in the process.  This necessitates greater involvement in decision-making, greater equality in both economic and political matters, more democracy and more participation.  This is in recognition of God’s fundamental gifts of freedom and responsibility.  Lay Christians need to be empowered to be able to fully carry out the task as co-workers of the Mother Church in building God’s Kingdom.  For the building of God’s kingdom begins, after all, on earth and depends on people working together cooperatively in God’s grace.  


As a Filipino institution, it is proud of its historical and cultural identity and heritage as Filipinos, as a people and as a nation.  It places a higher value on family life and orientation.  This family-centeredness supplies a basic sense of belonging, stability, and security.  In capsule, Fr. Saturnino Urios University is maka-buhay, maka-pamilya, maka-tao, maka-kalikasan, maka-Diyos, at makabayan.


The word “Catholic” means universal in the sense of its totality or in keeping with the whole.  The Church is Catholic because Christ is present in her.  Where there is Jesus Christ, there is the Catholic Church.  In her subsists the fullness of Christ’s body united with its head.  In particular, churches are fully Catholic through their communion with the Mother Church in Rome.


From the universal church, there is what is called the “particular church,” which is the diocese.  The diocese refers to a community of the Christian faithful in communion of faith and sacraments with their bishop ordained in apostolic succession.  A diocese then is a section of the people of God entrusted to a bishop to be guided by him with the assistance of his clergy so that, loyal to its pastor and formed by him into one community in the Holy Spirit through the Gospel and the Eucharist. It constitutes one particular church in which the one, holy, catholic and apostolic church of Christ is truly present and active.


As an educational institution, Fr. Saturnino Urios University envisions to equip its students with pertinent knowledge, skills, and values for competence in their profession and as persons.  Fr. Saturnino Urios University endeavors to foster in each one the sense of responsible awareness, personal discipline, and the ability to make creative and sound judgments as each member of Fr. Saturnino Urios University deepens their civic and social responsibility for justice and peace and the appreciation of the true, the good and the beautiful.


Fr. Saturnino Urios University then is a community of men and women, a community of faith, hope and love, believing in the equality for all.  As such, each one participates in pursuing redemption for all as evangelized evangelizers, to form communities that are in harmony with God the Creator and the whole of creation, where justice and peace reigns in a society that brings about a new heaven and a new earth.


As such, Fr. Saturnino Urios University commits itself to provide a balance program of spiritual formation, educational development, research undertakings and community involvement for all.

As a Catholic institution, spiritual growth is the core of the students’ formation.  By nurturing a Christian environment, UC develops individuals who are integrally formed, well-disciplined persons, professionally competent, appreciative of Filipino culture, and in solidarity with the poor.  


Educational development will be the result of liberal education and the specialization of expertise, as it creatively develops the other potentials of the educands in a technology-aided, research-based, and experiential learning mode of instruction in an inter- and trans-disciplinary curricula that are responsive to the local and global needs of humanity and of mother earth.  As an institution, Fr. Saturnino Urios University commits to the development and nurturance of a synergistic system in which faculty and students are learners and researchers, whose interactions make for a healthy and flourishing intellectual atmosphere.  It is therefore the aim of Fr. Saturnino Urios University to create and cultivate a critical mass of culturally sensitive community of scholars.   And through the Community Extension services, each one is given the opportunity to be socially, culturally, politically aware and involved to respond to the needs of the marginalized sectors of our society, to question existing systems or structures that threaten the dignity or persons, and to learn to respect, protect, and nurture Mother Earth.

Fr. Saturnino Urios University is committed to the development of Filipinos who are free and empowered to map out their own development as a people and as a nation within the capacity of the environment to replenish itself for the future generation.  As Filipino believers of Christ, we are drawn by prayer to share our time, energy, and every effort for the service of our needy brethren and for the building of truly Christian communities of justice, love and healing.  We are called both personally, as individual believers, and ecclesiastically, as members of the church, to share Jesus Christ and the good news of salvation to all, to learn from different cultures and respect this cultural diversity.

For education and for Fr. Saturnino Urios University to be true to its meaning and goals, it has to empower all to become not only culturally literate but culturally thoughtful, to challenge the existing structures that prevent people from seeking the truth, the structures and practices that cloud the noble goals of education.  As empowered catalysts for social transformation and development, each member of the Urios community is called to overthrow the very foundation of evil – of ignorance, oppression, injustice, unproductivity, and marginalization.  It endeavors to develop in each one the critical eye for truth and justice in the search for peace and genuine people’s development.  It involves, invites, and encourages each one to a quest for an awareness of the fundamental contradictions in order to bring reality to a higher consciousness, to a greater fulfillment and fullness within the students, teachers, administrators, staff, parents, alumni, and the greater community in the spiral of greater awareness.
